About Velg strøm

Velg strøm collects electricity contracts per price area (NO1–NO5) and ranks them on a comparable price. No login. This is an independent service, not affiliated with Forbrukerrådet (the Norwegian Consumer Council).

Where do the prices come from?

Price data: Forbrukerrådet's electricity price portal (strømprisportalen). Suppliers are required by law to report their contracts there (the regulation on reporting obligations for power supply contracts). We read the contracts through the portal's open interface, for one representative grid per price area, and collection runs automatically several times a day. Spot prices: Hva koster strømmen.no.

What is the estimated total price?

Øre per kWh at an annual consumption of 14,400 kWh (the average Norwegian household, and the same figure Forbrukerrådet's own portal compares at), or at a consumption you pick, with the energy price, any markup and the monthly fee, incl. 25% VAT where VAT applies. It is the number every contract is ranked by. For spot contracts the energy price is the 7-day reference — the mean of the last seven full days of spot prices in the price area — plus the markup; for fixed and variable prices it is the contract's own price per kWh. The grid fee (nettleie) and the electricity tax (elavgift) are not included: you pay those to your grid company whichever supplier you choose. A fee for paper invoices, if any, is not included either. The electricity subsidy (strømstøtte) and Norgespris are not deducted: the subsidy is worked out from the spot price in the price area and applies to every contract type, fixed price included, so it does not change the order.

Price areas, grids and VAT

Prices are computed for one representative grid per price area: Oslo (NO1), Kristiansand (NO2), Trondheim (NO3), Tromsø (NO4) and Bergen (NO5). Whether you pay VAT on electricity depends on the county you live in, not on the price area: households in Nordland, Troms and Finnmark pay no VAT on electricity. We show NO4 without VAT and the other price areas with 25% VAT. NO4 and Nord-Norge are not exactly the same area, so this is an approximation: if you live where the borders do not match, your VAT treatment can differ from the tables. The electricity tax exemption covers a smaller area — Finnmark and seven municipalities in Nord-Troms — but the electricity tax is not part of the total prices either way.

The spot prices

Spot prices come from Hva koster strømmen.no, which serves hourly prices per price area, excluding VAT and with no subsidy deducted. Since October 2025 the day-ahead market has set the price per quarter hour; the figures here are hourly prices (the mean of each hour), not the market's own quarter-hour values. The kroner figures are Hva koster strømmen.no's conversion from euros at Norges Bank's daily rate and can differ slightly from Nord Pool's official prices in kroner.

What do we include, and what do we mark?

Cabin products (hytteprodukter) are left out. Contracts only for new customers, for members of an organisation or for employees of particular companies are listed, but marked. Because prices are read for one grid per price area, a contract sold only in a single grid area outside those is not included.
