Glossary
The terms used on this site. Where the site has its own figures for a term, they follow the explanation.
Figures from the collection of 2 Nov 2026, 17:40
7-day reference
The mean of the last seven full days of spot prices in a price area, excluding VAT. For spot contracts it is used to work out the energy price — the reference plus the markup, with VAT where VAT applies — and with it the estimated total price.
| Price area | Øre/kWh excl. VAT |
|---|---|
| NO1 Østlandet | 152.5 |
| NO2 Sørlandet | 166.8 |
| NO3 Midt-Norge | 99.1 |
| NO4 Nord-Norge | 21.8 |
| NO5 Vestlandet | 146.1 |
Binding period (bindingstid)
How long the contract binds you. What applies if you want to leave before the binding period is over is stated in the supplier's terms.
In the latest collection 38 of 378 price rows have a binding period.
Electricity certificate (elsertifikat)
Part of a scheme that supports new renewable power production. The cost is inside the supplier's price; in the estimated total price here it is part of the energy price, not a separate line.
The scheme runs to 2035, and NVE has put forward a proposal to end it earlier.
Electricity subsidy (strømstøtte)
Support for households when the spot price is high. In 2026 it covers 90% of the spot price above 77 øre/kWh excl. VAT, worked out hour by hour for each price area, for the first 5,000 kWh a month per metering point. It is deducted on the grid invoice.
The subsidy applies to every contract type, fixed price included, and is worked out from the spot price in the price area. That is why it is not deducted from the estimated total price. You cannot have both the subsidy and Norgespris on the same metering point.
Threshold 77 øre/kWh excl. VAT, support rate 90%.
Electricity tax (elavgift)
A tax on electricity, charged per kWh. It is billed by the grid company together with the grid fee, not by the supplier, and is therefore not part of any total price here.
Households in Finnmark and seven municipalities in Nord-Troms — Karlsøy, Kvænangen, Kåfjord, Lyngen, Nordreisa, Skjervøy and Storfjord — pay no electricity tax. That is a smaller area than the VAT exemption: in Nordland and the rest of Troms households pay the full electricity tax, but no VAT.
7.13 øre/kWh excl. VAT throughout 2026.
Elhub
The shared data hub of the Norwegian electricity market, where the meter readings of the metering points are collected. On Elhub's Min side (minside.elhub.no) you order Norgespris, one metering point at a time.
Estimated total price (beregnet totalpris)
Øre per kWh at a given annual consumption, with the energy price, any markup and the monthly fee, incl. 25% VAT (NO4 without VAT). The grid fee and the electricity tax are not included, and the electricity subsidy and Norgespris are not deducted.
It is the only figure here that folds both the energy price and the fee into one number, which is what makes two differently structured contracts comparable at all, and it is the number the contracts are ranked by. A contract that cannot be converted to a total price shows “not stated” rather than a guess; ⁂ means the total price is computed by us, not taken ready-made.
The comparison shows the total price at 10,000, 14,400 and 20,000 kWh/yr — apartment, average household and detached house — or at a consumption you enter yourself.
Fixed price (fastpris)
A contract with the same price per kWh for the whole contract period. Like every contract here, fixed-price contracts are compared on the estimated total price. The electricity subsidy applies to fixed-price contracts too.
In our data 10 suppliers sell fixed-price contracts, with binding periods of 6, 12, 24 and 36 months.
Forbrukerrådet's price portal (strømprisportalen)
The Norwegian Consumer Council's overview of electricity contracts. Suppliers are required by law to report their contracts there, and the prices here come from it. This site is not affiliated with Forbrukerrådet.
The latest collection has 378 price rows from 63 suppliers.
Grid fee (nettleie)
What you pay the grid company, not the supplier. It varies by grid area, is the same whichever supplier you choose, and is not part of any price on this site.
The electricity tax is billed together with the grid fee, and the electricity subsidy and Norgespris are settled on the grid invoice.
Hourly spot (timespot)
A spot contract whose price follows the spot price hour by hour: the electricity you use in an hour is paid at that hour's spot price plus the markup. Forbrukerrådet's price portal lists hourly spot apart from other spot contracts; on the comparison page both sit under the Spot price tab.
In our data 63 suppliers sell hourly spot contracts.
Markup (påslag)
The supplier's addition on top of the spot price or the purchase price, in øre/kWh. It does not follow the spot price. It is shown excluding VAT, in its own column — markup and total price are never merged into a single number.
“Not stated” means we do not have the markup as a separate figure — not that there is none.
On the spot and purchase-price contracts in the comparison, the markup currently runs from -4.8 to 12.0 øre/kWh excl. VAT, across the 63 suppliers whose markup we have as a separate figure.
Monthly fee (fastbeløp)
A fixed amount in kroner per month that a contract can have on top of the price per kWh. It is part of the estimated total price, converted to øre/kWh at the annual consumption, so a contract with a low markup and a high fee can be compared with one with a higher markup and a lower fee. The tables show it in NOK/mo incl. VAT where VAT applies. A fee for paper invoices, if any, is not included.
“Included” means the fee is already inside the total price but we do not know how it splits out — not that there is none. “≈” means the fee is calculated by us from the total prices at two different annual consumptions.
Norgespris
A fixed electricity price of 40 øre/kWh excl. VAT, 50 øre/kWh incl. 25% VAT (40 øre in Nordland, Troms and Finnmark, where households pay no VAT on electricity). It covers the first 5,000 kWh a month for a home and 1,000 kWh for a cabin; consumption above that is paid at your normal contract price.
You order it per metering point at minside.elhub.no. The price applies until 31 December 2026; the Norgespris regulation runs until 31 December 2029, and for a new price period you have to order again. You cannot have both Norgespris and the electricity subsidy on the same metering point. Norgespris is settled on the grid invoice, and you still need a normal electricity contract.
Price area (prisområde, NO1–NO5)
Norway is split into five price areas: NO1 Østlandet, NO2 Sørlandet, NO3 Midt-Norge, NO4 Nord-Norge and NO5 Vestlandet. The price area determines the spot price — the price spot contracts are calculated from — because the grid can only move a limited amount of power between areas. Fixed prices can differ between areas too, if a supplier prices them per area.
The price areas do not follow county borders exactly. Prices here are computed for the grid of one city per price area: Oslo, Kristiansand, Trondheim, Tromsø and Bergen.
| Price area | Øre/kWh excl. VAT |
|---|---|
| NO1 Østlandet | 140.5 |
| NO2 Sørlandet | 149.4 |
| NO3 Midt-Norge | 97.8 |
| NO4 Nord-Norge | 24.5 |
| NO5 Vestlandet | 135.0 |

Purchase price (innkjøpspris)
A contract whose price is based on the supplier's own purchase price in the power market, plus a markup.
In our data 2 suppliers sell purchase-price contracts.
Spot price (day-ahead price)
What electricity trades at on the power exchange the day before, set separately for each price area. It is the bare electricity price: the supplier's markup, VAT, the electricity tax and the grid fee are not included, and the electricity subsidy is not deducted. A spot price contract follows this price, plus the supplier's markup.
The spot prices here come from Hva koster strømmen.no and are hourly prices (the mean of each hour). Since 1 October 2025 the market has set the price per quarter hour.
Daily average on 3 November 2026: NO1 188.0, NO2 223.4, NO3 100.6, NO4 18.4 and NO5 189.0 øre/kWh excl. VAT.
Variable price (variabel pris)
A contract whose price the supplier sets itself and can change. Like every contract here, it is compared on the estimated total price, at the price that applies now.
VAT (mva)
25% on electricity for households. Households in Nordland, Troms and Finnmark pay no VAT on electricity. The VAT exemption covers a larger area than the electricity tax exemption.
The total prices, energy prices and NOK/year figures in the comparison include VAT. NO4 is shown without VAT; NO4 and Nord-Norge are not exactly the same area, so this is an approximation. The markup, the spot prices and the 7-day reference are shown excluding VAT.
